Neither Hong Kong nor China are members of the Wassenaar Arrangment;
however, the HKSAR Government regulations tend to, er, mirror the W.A.

"Hong Kong's control lists follow closely those adopted by the various
international export control regimes, namely the Australia Group, Chemical
Weapons Convention, Missile Technology Control Regime, Nuclear Suppliers'
Group, Nuclear Non-proliferation Treaty and the Wassenaar Arrangement and so
on.."
