Gaining Command:
As the name implies, the Navy Space Systems Division is the office responsible
for developing a composite program for the Navy's use of space systems to
perform surveillance, communications, navigation, command and control,
environmental sensing, targeting, and warning. N63 is the principal
point of contact within the Navy for command and control space matters, including
policy and planning for space exploitation and the defense of space systems.
This office also ensures that Navy space systems meet the needs of the
operational commanders, including joint commands, and represents the Department
of the Navy (DON) on interdepartmental, DoD, and national committees related
to space systems.
The staff of the Director, Navy Space Systems Division, assesses future satellite
and space system concepts and applications as they relate to the overall
Navy command and control plan. They also validate requirements for space
systems; coordinate with the OPNAV warfare and platform sponsors to ensure
that space systems are responsive to operational requirements; maintain liaison
with the other services and federal agencies for space system utilization;
and identify training needs related to space systems support. The division
also sponsors NAVSPACECOM and NAVSPASUR initiatives within OPNAV.
N63 consists of the five branches. The Deputy Director is identified as N63B,
while the branches are numbered N631-N635.

N631, the Satellite Communications Branch, is responsible for Navy
use of satellite communications systems. Current programs include both
Navy-sponsored programs and Navy use of systems deployed by other services
and agencies. The Navy-sponsored programs include the Fleet Satellite
Communications (FLTSATCOM) System consisting of Fleet Satellites (FLTSATs),
Leased Satellites (LEASATs), and Gapfiller satellites; the Ultrahigh Frequency
(UHF) Follow-On (UHF F/O) program that replaces FLTSATCOM spacecraft beginning
in 1993; the FLTSAT Extrahigh Frequency (EHF) Program (FEP) that is
testing EHF communications packages aboard FLTSATs 7 and 8. Joint activities
include satellite communications terminal development for multiservice
application for UHF, SHF and EHF systems.

N632, the TENCAP Branch, manages the Navy's program for Tactical Exploitation
of National Capabilities (TENCAP) and monitors all national space programs
to determine Navy applicability, ensuring that those space systems consider
support to naval operations wherever feasible. N632 also sponsors and
participates in exercises and special projects to enhance support to tactical
warfighters.

N633, the Surveillance Branch, defines requirements for, plans and manages
the development, procurement, installation, operation, and logistic support
of satellite surveillance and navigation systems. Current programs include
the Relocatable Over-The-Horizon Radar (ROTHR) System operated by NAVSPACECOM,
Tactical Receive Equipment (TRE) which provides timely reporting of surveillance
data to the tactical community, and classified surveillance systems.

N634, the Plans, Policy, Environment and Administration Branch, is responsible
for defining requirements and performing long range planning for Navy space
systems. N634 also participates in the DoD Space Test Program (STP) looking
for Navy applications of future programs and technologies. Resource sponsorship
of the Navy part of environmental support systems, the Defense Meterological
Satellite Program (DMSP) and Geosat Follow-on (GFO) is also provided.
Responsibility for sub-specialty management of space systems professionals
and sponsorship of the space curriculum at the Naval Post Graduate School
at Monterey, CA. resides in N634.

N635, the Programs Branch, coordinates the funding related activities of
Program Resource Officers ensuring space matters are fully implemented within
the planning, programming and budgeting system.
