Status of Actions

Since our last newsletter the following documents have been signed and distributed. The NSTISSC Secretariat wishes to extend a sincere “thank you” to the many individuals who were instrumental in accomplishing the successful coordination, issuance, and distribution process of the following completed documents:

NSTISSC-067-97: NSTISSI 4000, COMSEC Equipment & Maintenance Training.

NSTISSC-069-97: Cancellation of NACSEM 5103, Compromising Emanations Laboratory Test Standard Acoustics and 5104, Technical Rationale for Compromising Emanations Laboratory Test Standard Acoustics.

NSTISSC-073-97: Amendment to NSTISSI 4005, Safeguarding COMSEC Facilities and Materials.

NSTISSC-074-97: NSTISSAM COMSEC 1-97, AN/CYZ-10/10A Data Transfer Device Training.

NSTISSC-001-98: Release of Mode IV. Approved.

NSTISSC-012-98: Interim OPSEC Doctrine for FORTEZZA Card.

NSTISSC-021-98: Release of JACKKNIFE. Approved.

NSTISSC-025-98: Release of GPS/PPS. Approved.

NSTISSC-029-98: Release of Mode IV. Approved.

NSTISSC-042-98: NSTISSI 4009. Approved.

NSTISSC-043-98: Release of KG40A. Approved.

NSTISSC-049/50-90: Release approval for GPS/PPS and SG-50A. Approved.

On the Horizon .....

The following actions are in a “pending” or “awaiting approval” status. Here’s a brief description of those actions:

Pending Actions:

National Policy Governing the Reuse, Release, Declassification, and Destruction of Information Storage Media. A draft policy has been written and is out for review by the working group.

NSTISSD 600: Communications Security (COMSEC) Monitoring. Currently being revised.

NSTISSD 900 and NSTISSD 901: Governing Procedures of the NSTISSC; and NSTISS Issuance System, respectively. The Improve INFOSEC Guidance & Services Issue Group are in the final stages of revising the documents. When completed they will be the first documents reviewed by the entire Subcommittee via NSTISSC NOTES.

9th Annual Assessment POCs have been established. The data call from each Agency is due 30 November, after which a report will be compiled and published.

NSTISSAM for Insider Threat is being drafted by an Information Assurance Issue Group.

NSTISSAM for Firewalls and Guards has been drafted and submitted to the Chair for review.

Awaiting Approval:

NSTISSC-098-97/NSTISSC-030-98: Draft NSTISSI 3022, Operational Security Doctrine for Trunk Encryption Devices: KG-81, KG-94 Family, KG-95 Family, KG-194 Family, and KIV-19 in Stand-Alone Applications as been approved by the Subcommittees and we have a majority approval by the Committee. The document has been forwarded to the National Manager for signature.

NSTISSC-015-98: Draft NSTISSI 3024, Operational Security Doctrine for KG-189 Strategic Trunk Encryptor. Subcommittee comments have been submitted to drafter for adjudication. Eight agencies did not vote.

NSTISSC-016-98/NSTISSC-039-98: Draft OPSEC Doctrine for Motorola Network Encryption System (NES). Approved by the majority of the Subcommittee. Nine agencies did not vote. Voting completed by Committee with a total of 14 concurs, seven did not vote. Package to be prepared for National Manager signature.

NSTISSC-036-98: Draft NSTISSI 3025, Draft OPSEC Doctrine for CipherTac 2000. Minimum security standard for CTAC 2000 handheld cellular encryption device. Subcommittee vote completed 6 July. Thirteen agencies concurred, three with comments that needed to be adjudicated, and eight agencies did not vote. After comments have been addressed, it will be forwarded to the Committee for voting.

This confirms my telephone inquiry just now for information on publications of the National Security Telecommunications and Information Systems Security Committee (NSTISSC). We have been referred to your office by the NSTISSC Secretariat (1-888-NSTISSC).

We have obtained two publications from the NSTISSC Web site <http://constitution.ncsc.mil/wws/nstissc/>:

1. "NSTISS IN TELL," a newsletter dated December 1998, and

2. "Index of National Security Telecommunications Information Systems Security Issances," dated 9 January 1998.

Our inquiry is whether these are the latest editions, or if not, whether we may obtain the latest editions.

We operate a Web site, Cryptome, <http://jya.com/crypto.htm> which publishes national security information.
