Purpose(s):

ISN SECURITY WATCH (27/06/05) - The US Defense Department has hired a contractor to build a database of information on 30 million 16-to-25-year-olds that could be used to profile them for possible recruitment into the military, US media reported on Friday.
The database information includes names, Social Security numbers, grade-point averages, email addresses, and telephone numbers.
Although the project has been under way for three years, military officials only brought it to the public’s attention last month, in accordance with the federal Privacy Act, which demands that government agencies accept public comment before new records systems are created.
Pentagon officials defended the delay in revealing the database project, saying the fact that the required notice had not been filed was an oversight which had only come to their attention in May last year.
David Chu, the US under secretary of defense for personnel and readiness, said the database was just a tool to send out general material from the Pentagon to those most likely to enlist.
“If we don’t want conscription, you have to give the Department of Defense, the military services, an avenue to contact young people to tell them what is being offered. It would be naïve to believe that in any enterprise, that you are going to do well just by waiting for people to call you,” Chu told reporters.
A coalition of eight privacy groups has filed a complaint against the creation of the database, saying that its unregistered three-year development phase was a gross violation of the Privacy Act’s rules and intent.
News of the database coincides with the military’s failure to meet recruitment goals several months in a row, largely because of the prospect of serving in Iraq is unpopular among young Americans.
The database is being compiled by BeNOW Inc, a marketing company that uses personal data to study customer habits. It includes the names of 3.1 million graduating seniors and the names of 4.7 million college and university students.
Drawing on information from motor vehicle records, Selective Service registrations, and private vendors, it includes a variety of personal information, including grades, height, weight, and Social Security numbers. That information is sent monthly to the recruiting command, and shared with local recruiters.
The Pentagon said the database was being used to help the military eliminate the entries for people who would not be eligible, but critics say it can be used to target the groups most susceptible to recruitment pressure in focused marketing campaigns.
In the past weeks, reports have appeared in the US press of parents complaining that schools give out information on their children to military recruiters, often without clearly informing the parents that they have the right to block this information from reaching the military.
Some parents say the information gathered covertly by the military amounts to an intrusion of privacy, and targets minors without the consent of their parents.
Marc Rotenberg, executive director of the Electronic Privacy Information Center in Washington, told The New York Times: “It’s end-running the [Privacy Act] by putting it into private hands, and subverting the act by creating a public database without public notice.”

BeNow is the new name of "HMM Holdings", and that HMM is yet another name
for "Brookwood Aquisition Company", "Brookwood Financial Partners" and over
100 other companies run out of an address in Beverly and Ipswich, MA.
It is ironic that someone involved in "child advocacy" is helping the Pentagon recruit children so that they can die in remote deserts. Hell, they aren't even waiting until the children to have graduated from high school before their begin the deadly dance of recruitment.
